The notice stated that “the photovoltaic power generation project that was filed before 2016 and included in the annual scale management but was not fully operational before June 30, 2016 will implement the benchmark price for the Internet in 2016.” This is the project that was filed before 2016. As long as it is put into operation before June 30, the price of electricity before the downgrade can be implemented. This has led to the emergence of “rushing the tide” in the photovoltaic industry.
